The song speaks about chasing your dreams no matter what the challenges and obstacles you may be faced. In the video, we see Brendon Urie climbing a skyscraper upright on his feet without any assistance. Maybe, he wanted to say that nothing is impossible if you set your mind to.
The song is also an ode to Panic! At The Disco. Brendon Urie climbs the building to meet his fellow band mates on top of the building. Hence, the song could be subtly saying how P!ATD overcame struggles become one of the top bands in the modern era.
“High Hopes” is filled with lines of motivations and encouragements, and the energy in the vocals is phenomenal.
